They aren't visible because they are blinking maybe? It looks like you must have caught the lights between two blinks. Could that be it?

@sierravictor Probably. This one has a sort of xenon strobes instead of the older type of rotating lights, so I guess it is more likely to just capture the blank between the blinks.
